简要规则描述：为确保洋泾街道日常统计调查工作有序衔接，鉴于专业统计人员不足，统计调查任务重等实际情况，采购人通过公开竞争性磋商方式选取供应商参与日常统计调查工作，供应商按国家、市、区专业统计调查制度或统计调查方案，最终在服务期限内实现完成统计调查培训、数据催报、数据质量审核、数据汇总等工作目标。（具体详见第三章采购需求书）

Brief Specification Description: To ensure the orderly transition of daily statistical survey work in Yangjing Subdistrict, and considering the shortage of professional statistical personnel and the heavy workload of survey tasks, the purchaser has selected suppliers through an open competitive consultation process to participate in the daily statistical surveys. Suppliers will implement training for statistical surveys, follow-up on data submission, quality review of data, and data consolidation in accordance with national, municipal, and district-level professional statistical survey systems or survey plans, ultimately achieving the service objectives within the stipulated period. (For details, see Chapter 3 of the Procurement Requirements Document.)

合同履约期限：本项目的服务期限为一年，自合同签订之日起算满12个月止，合同跨年度执行。

The Contract Period: The service period of this project is one year, starting from the date of contract signing and ending at the end of 12 months. The contract will be executed across years.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement, and during the evaluation process, small and medium-sized enterprises will not be eligible for price discounts.
