简要规则描述：为了保障河道和水闸的管理及防汛安全，加强对芦潮港、芦潮引河、赤风港、泐马河、新团芦港等5条河道河床、泐马河水闸及闸外水域水下地形、河床断面定期、连续的监测，及时发现河床冲刷岸段和冲刷深度、位置分布，及早发现问题和安全隐患，掌握河床、泐马河闸外水下地形冲刷的发展过程和台风、暴雨、急流对水下地形冲刷变化的规律，预测未来一段时间内河势及水下地形变化的发展趋势、变化速度，判断河势、水闸的稳定性和安全，进一步加强河道和水闸长效化管理，拟采购一家供应商提供风险水域水下地形检测服务。（具体内容详见“第二章 项目采购需求”）

Brief Specification Description: In order to ensure the management of rivers and sluice gates and flood control safety, strengthen the regular and continuous monitoring of the riverbed, topography, and cross-section of the riverbed of the five rivers including Luchang Port, Luchang Diversion River, Chifeng Port, Lika, and Xintuan Lu Port, timely detect the scouring sections of the riverbed and the depth and distribution of scouring, and find problems and hidden dangers as early as, master the process of scouring the riverbed, underwater topography outside the Lika River Sluice, and the rules of scouring changes of underwater topography under the of typhoons, heavy rain, and rapid flow, predict the development trend and speed of river morphology and underwater topography changes in a period of time in the future, judge stability and safety of river morphology and sluice gates, and further strengthen the long-term management of rivers and sluice gates. 二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：本项目专门面向中小型企业采购。

(c)本项目的特定资格要求：3.1根据《上海市政府采购供应商信息登记管理办法》已登记入库的供应商。

3.2本项目不接受联合体形式投标。

3.3供应商须同时具有有效期内的水利工程质量检测单位资质等级证书(检测范围含量测乙级及以上)和乙级测绘资质证书(含工程测量和海洋测绘专业)及其以上资质:

3.4未被列入《信用中国网站》（www.creditchina.gov.cn）失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单。

3.5为该采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该项目的其他采购活动。

3.6单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。

3.7符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。

(c)Specific qualification requirements for this program: 3.1 Suppliers that have been registered in the database according to the "Shanghai Municipal Government Procurement Supplier Registration Management Measures". 3.2 This project does not accept joint bids. 3.3 Suppliers must have both a valid Water Conservancy Engineering Quality Inspect Unit Qualification Grade Certificate (with a testing scope that includes testing level B or above) and a Class B Surveying and Mapping Qualification Certificate (including Engineering Surveying Marine Surveying majors) and above qualifications: 3.4 Suppliers should not be listed on the "Credit China Website" (www.creditchina.gov.cn list of dishonest persons who are the subject of enforcement, the list of major tax violations, and the list of serious dishonest acts in government procurement on the "China Government Procment Network" (www.ccgp.gov.cn). 3.5 Suppliers who provide overall design, specification preparation, or project management, supervision, and services for this procurement project should n

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
