简要规则描述：曹路新市镇中心片区D2（南侧）地块土地储备项目位于上海浦东新区曹路镇东至华东路，南至规划民腾路，西至顾唐路，北至D2北侧（D2-8、D2-9、D2-10、D2-11）地块，总用地面积约127861㎡。本项目拟通过公开采购的方式，择优选取一家供应商，对曹路新市镇中心片区D2（南侧）地块进行土壤污染状况初步调查。（具体详见第三章采购需求书）。

Brief Specification Description: The land reserve project of the D2 (south side) plot in the central area of Caolu New Town is located in Caolu Town, Pudong New Area, Shanghai, with a total land area of approximately 127861 square meters. It extends east to Huadong Road, south to Guiteng Road, west to Gutang Road, and north to the D2-8, D2-9, D2-10, D2-11 plots on the north side of D2. This project plans to select a supplier through open procurement to conduct a preliminary investigation on the soil pollution status of the D2 (south side) plot in the central area of Caolu New Town. (Please refer to Chapter 3 Procurement Requirements for details).

合同履约期限：合同签订后，采购人发出进场指令并满足进场条件后30日历天提交报告成果并通过专家评审，具体实施日期以采购人通知为准，成交供应商不得以工期调整而追加费用。

The Contract Period: After the contract is signed, the purchaser shall issue an entry instruction and submit a report on the results within 30 calendar days after meeting the entry conditions, which shall be reviewed by experts. The specific implementation date shall be subject to the purchaser's notification, and the successful supplier shall not add additional fees due to schedule adjustments.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）本项目不允许转包。
