Brief specification description or basic overview of the project: This project aims to select a suitable unit through a bidding process to assist the Heping Town People's Government of Pudong New Area, Shanghai, in conducting comprehensive grid management tasks such as grid inspections, integrated emergency duty response, on-site verification and handling of 12345 service orders, among others. The goal is to safeguard and enhance urban operational capabilities, ensuring the stable and orderly advancement of urban support efforts. (For specific details, refer to Chapter 3: Procurement Requirements Document.)

合同履约期限：本项目一次招标三年有效，合同签订采用一年一签，年度考核合格后进行合同续签。本次投标报价所涵盖的服务期限为合同签订之日起一年。若中标人无法通过采购人考核，采购人有权终止合同并重新招标。

The Contract Period: This project is valid for three years in a single bidding process, and the contract is signed annually. After passing the annual assessment, the contract will be renewed. The service period covered by this bidding quotation is one year from the date of contract signing. If the winning bidder fails to pass the purchaser's assessment, the purchaser has the right to terminate the contract and re tender.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Welfare units for disabled people and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（3）具备省市级公安部门核发的有效的《保安服务许可证》；

（4）本项目不允许转包。

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
