简要规格描述或项目基本概况介绍、用途：为确保浦东新区特种设备安全可控，保障人民群众生命和财产安全，营造良好营商环境，缓解辖区“人机不匹配”矛盾，拟通过引入社会力量的方式，在浦东新区市场监督管理局特检部门的质量体系的框架下，配合、协助完成区级层面特种设备检验任务。（具体内容及要求详见招标文件第三章—服务需求书。）

Brief specification description or basic overview of the project: In order to ensure the safety and control of special equipment in Pudong New Area, ensure the safety of people's lives and property, create a good business environment, and alleviate the contradiction of "man-machine mismatch" in the area, it is proposed to cooperate and assist in completing the inspection task of special equipment at the district level under the framework of the quality system of the special inspection department of the Market Supervision Administration of Pudong New Area by introducing social forces. (For details and requirements, please refer to Chapter 3 of the bidding documents - Service Requirements.)

合同履约期限：合同签订之日起至2026年4月30日。

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业均不执行价格扣除优惠；（2）残疾人福利性单位，并将其视同小微型企业；本项目中小企业所属的行业为其他未列明行业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the quota reservation measure, increase the share of smes in government procurement, and support the policy of smes: This project is specifically for smes procurement, and smes do not implement price deduction concessions during the evaluation; (2) welfare units for the disabled, and regard them as small and micro enterprises; The small and medium-sized enterprises in this project belong to other industries not listed.

(c)本项目的特定资格要求：1、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；

2、须系我国境内依法设立的法人或非法人组织；

3、本项目不允许转包、分包。

(c)Specific qualification requirements for this program: 1. Not included in Credit China (www.creditchina.gov.cn) and China Government Procurement website (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; (2) It must be a legal person or an unincorporated organization legally established in China; 3. Subcontracting and subcontracting are not allowed for this project.
