Brief specification description or basic overview of the project: Maintenance and monitoring of the self-control equipment for the 23 water gates (pump gates) under the jurisdiction of the Water Gate Center, electrical and self-control maintenance of the monitoring center, and security services for water gates. Timely response to hardware and software faults generated during system operation, professional repair to ensure reliable system operation, and proposal and implementation of system upgrade and optimization plans based on problems discovered during maintenance.

合同履约期限：本合同期限定为 9个月。从2025年4月1日至2025年12月31日。

The Contract Period: The term of this contract is set at 9 months, from April 1, 2025 to December 31, 2025.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本采购项目如符合政府采购有关鼓励环保节能产品、支持中小微企业、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区等相关采购政策要求的，则执行相关政策。

(b)Qualification requirements to be met to implement government procurement policies: If this procurement project meets the relevant government procurement policies encouraging environmental protection and energy-saving products, supporting small, medium, and micro enterprises, promoting the employment of disabled people, supporting prison and drug rehabilitation enterprises, and supporting underdeveloped areas and ethnic minority regions, then the relevant policies will be implemented.

(c)本项目的特定资格要求：3、项目负责人应具备机电工程二级注册建造师以上（含二级）资格证书；
4、本项目专门面向中小企业采购

(c)Specific qualification requirements for this program: 3. The project manager should hold a qualification certificate of a second-level registered constructor or above (including the second level) in mechanical and electrical engineering;
4. This project is specifically for procurement by small and medium-sized enterprises.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
