二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：浦东新区财政资金，资金已落实。

(c)本项目的特定资格要求：3、施工资质要求：同时具备国家住建部颁发的建筑工程施工总承包资质三级或其以上资质；以及具备国家住建部颁发的建筑装修装饰工程专业承包资质二级或其以上；4、项目负责人资质要求：拟派的项目负责人具有建筑工程二级或以上注册建造师执业资格（注册建造师基本情况及是否有本市的在建项目以开标前两个工作日上海市建设市场管理信息平台采集的数据内容形成的《项目负责人基本情况表》为准, 项目负责人在履行合同过程中发生变更的，如变更后时间未满半年，不得参与本标段投标。）5、法人的分支机构以自己的名义参与竞争时，应提供依法登记的相关证明材料和由法人出具的对该参与竞争活动承担全部直接责任的承诺。6、供应商的出资人与本项目其他供应商的出资人应不相同（当两家以上供应商的出资人中含有同一主体时，将按一家有效供应商计算，该供应商为相关供应商中报价最低且响应文件不存在被判为无效的供应商，其他供应商将被判为无效供应商）。

(c)Specific qualification requirements for this program: Construction qualification requirements: At the same time, possess a Class III or higher construction general contracting qualification for building projects issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China; and possess a Class II or higher professional contracting qualification for building decoration and renovation projects issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China. 4. Qualification requirements for project leaders: The project leader to be appointed should have a registered construction engineer qualification of Class II or above for building engineering.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
