简要规则描述：本次控制性详细规划包括综合产业片区范围面积约196公顷城市设计研究，以及范围面积约48公顷控规新编，为学校建设提供法定规划支撑，充分发挥高等院校对区域发展的综合赋能作用。

Brief Specification Description: The detailed control plan includes an urban design study of the comprehensive industrial zone with a scope area of about 196 hectares and a new compilation of the control plan with a scope area of about 48 hectares, which will provide statutory planning support for the construction of the school and give full play to the comprehensive empowering role of the institutions of higher education in the development of the region.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：根据《政府采购促进中小企业发展办法》等规定，本项目专门面向中小企业采购。中小企业应当按照规定提供《中小企业声明函》。

(b)Qualification requirements to be met to implement government procurement policies: In accordance with the "Government Procurement Methods for Promoting the Development of Small and Medium-sized Enterprises" and other regulations, this project is exclusively reserved for small and medium-sized enterprises. Small and medium-sized enterprises should provide the "Declaration Letter for Small and Medium-sized Enterprises" as stipulated.

(c)本项目的特定资格要求：3、本项目不接受联合投标。4、若本项目服务范围属于乡镇、供应商登记注册所在地城市或城区常住人口100万以下的城市，则供应商必须具有《城乡规划编制资质证书》乙级及以上资质。若本项目服务范围不属于以上情形，则供应商必须具有《城乡规划编制资质证书》甲级资质。

(c)Specific qualification requirements for this program: （iii）This project does not accept joint bidding.（iV）If the service scope of this project belongs to the township, the city where the supplier is registered or the city with less than 1 million permanent residents in the urban area, the supplier must have the qualification of Grade B or above of the Certificate of Qualification for Urban and Rural Planning Preparation. If the service scope of this project does not belong to the above cases, the supplier must have Grade A qualification of the Qualification Certificate of Urban and Rural Planning Preparation.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
