Brief specification description or basic overview of the project: Provide maintenance and management for municipal facilities (roads, bridges, rainwater pipe networks and auxiliary facilities), greening facilities (park green spaces, setback greenery, urban furniture, etc.), and underground utility tunnel facilities within the project's regional scope, so as to ensure that all types of facilities in the maintenance area are safe, in good condition, standardized and complete, and operate well.

合同履约期限：本项目服务期限自合同签订之日起期限三年，采取一次招标三年沿用、分三个年度分别签订合同的方式实施。本合同服务期限自2026年1月1日起。

The Contract Period: The service term of this project shall be three years from the date of signing the contract, and it shall be implemented by means of one bidding for three-year application and signing contracts separately for each of the three years. The service term of this contract shall start from January 1, 2026.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本项目面向大、中、小、微型等各类供应商采购。

(b)Qualification requirements to be met to implement government procurement policies: This project procures services from suppliers of all types, including large, medium, small, and micro-sized suppliers.

(c)本项目的特定资格要求：3、本项目接受联合投标，联合投标须符合招标文件规定：提交联合投标协议且格式符合招标文件要求，组成联合体投标的供应商数量最多不超过2家。联合体各方不得再单独参加或者与其他供应商另外组成联合体参加同一合同项下的政府采购活动。

(c)Specific qualification requirements for this program: Joint bidding is accepted for this project, and such joint bidding must comply with the provisions of the tender documents: a joint bidding agreement shall be submitted and its format shall meet the requirements of the tender documents; the number of suppliers forming a consortium for bidding shall not exceed 2. No party to the consortium may separately participate in the government procurement activities under the same contract, nor form another consortium with other suppliers to participate in such activities.
