Brief specification description or basic overview of the project: Pudong New Area plans to host the "8th Hongqiao International Economic Forum Pudong Sub-forum" with the theme of "Pudong and the World: Jointly Building the Road of Opening-Up and Jointly Drawing a New Industrial Landscape". Through sessions such as Pudong promotion, keynote speeches and interactive discussions, it will comprehensively showcase the demeanor and achievements of Pudong's high-level institutional opening-up, promote Pudong to the world with the platform of the China International Import Expo, and enhance its international influence, urban soft power and investment appeal. For the planning and execution of this forum, third-party services will be purchased, including venue rental, construction and layout, project planning, design and production, invitation and guarantee of high-level guests, venue service guarantee, global media publicity and promotion, etc. (For details, see Part III - Service Requirement Book of the bidding documents).

合同履约期限：合同签订后至2025年11月30日止。

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持创新、绿色发展以及支持中小企业、福利企业等政策规定。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project shall implement the relevant government procurement policies and regulations that encourage and support innovation, green development, as well as support small and medium-sized enterprises, welfare enterprises, etc.

(c)本项目的特定资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定

2、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

3、为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；

4、单位负责人为同一人或者存在直接控股、管理关系的不同潜在投标人，不得参加同一合同项下的政府采购活动；

5、本项目不允许转包；

6、本项目专门面向中小微企业采购。

(c)Specific qualification requirements for this program: 3. Potential bidders who provide overall design, specification formulation, or services such as project management, supervision, testing, etc. for the procurement project are not allowed to participate in the procurement activities of this project;

4. Potential bidders with the same legal representative or under direct holding or management relationships are not allowed to participate in government procurement activities under the same contract;

5. Subcontracting is not allowed for this project;

6. This project is specifically procured for small, medium and micro enterprises.

开标所需携带其他材料：提供投标文件正本一份、副本四份（纸质文件）并密封，须与上传的电子投标文件内容一致，如果上传的电子投标文件与纸质投标文件存在差异，以上传的电子投标文件为准，纸质文件仅作备查使用,不作为评审依据，届时请投标人的法定代表人或其授权的投标人代表持投标时所使用的CA证书和可以无线上网的笔记本电脑出席开标会。

Other materials to be brought for bid opening: Provide one original and four copies of the bid document (paper documents), which must be sealed. The content must be consistent with the uploaded electronic bid document. If there is any discrepancy between the uploaded electronic bid document and the paper bid document, the uploaded electronic bid document shall prevail. The paper documents are only for reference and not as the basis for evaluation. By then, the legal representative of the bidder or its authorized bidder representative shall attend the bid opening meeting with the CA certificate used for bidding and a laptop with wireless internet access.
