简要规则描述：本项目拟对分局图像控制中心及附属机房中涉及的视音频相关设备等进行改造升级，推进图像控制中心规范化建设，并对项目涉及的所有设备提供36个月免费保修。（具体详见第三章采购需求书）

Brief Specification Description: This project intends to renovate and upgrade the audio-visual related equipment involved in the image control center of the branch and its affiliated computer room, promote the standardized construction of the image control center, and provide a 36-month free warranty for all the equipment involved in the project. (For details, please refer to Chapter Three of the Procurement Requirements Document.

合同履约期限：合同签订生效后6个月内完成

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时小微企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price deduction benefits will be implemented for micro and small enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises.
