二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府扶持残疾人福利企业、支持中小微企业（本项目专门面向中小企业采购）、支持监狱和戒毒企业、扶持不发达地区和少数民族地区等相关政策。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant policies of the government in supporting welfare enterprises for the disabled, supporting small, medium and micro enterprises (this project is specifically targeted at small and medium-sized enterprises for procurement), supporting prison and drug rehabilitation enterprises, and supporting underdeveloped and ethnic minority areas.

(c)本项目的特定资格要求：1）单位负责人为同一人或存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。
2）具备建筑工程施工总承包三级及以上资质；
3）具备有效期内的安全生产许可证；
4）项目拟派项目经理：建筑工程注册建造师（二级及以上）执业资格证书。该项目负责人以在上海市建筑建材业网站上查询为准，在册且无在建项目记录（同一工程相邻分段发包或分期施工的除外） (磋商响应文件递交时不得调整，不得有在建项目)。

(c)Specific qualification requirements for this program: （1）Suppliers whose legal representatives are the same person or who have direct controlling or management relationships shall not participate in the government procurement activities under the same contract. (2) Possess a Grade 3 or above general contracting qualification for construction projects; (3) Possess a valid work safety license; (4) The proposed project manager for the project: A registered constructor (Level two or above) with a professional qualification certificate for construction engineering. The project leader shall be verified on the website of Shanghai Construction and Building Materials Industry. The person in charge shall be registered and have no record of ongoing projects (except for adjacent sections or phases of the same project). (The consultation response documents shall not be adjusted at the time of submission and there shall be no ongoing projects.)

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
