2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(c)本项目的特定资格要求：3、具有人力资源和社会保障部门颁发的《劳务派遣经营许可证》；
4、本项目非专门面向中小企业采购。

(iv) This project is not exclusively targeted at small and medium-sized enterprises (SMEs) for procurement.

6. Other Supplementary Matters

1.根据上海市财政局的规定，本项目招投标工作必须在上海政府采购云平台上进行。本项目潜在投标人在投标前应当自行了解上海政府采购云平台的基本规则、要求、流程，具备网上投标的能力和条件，知晓并愿意承担电子招投标可能产生的风险；
2.投标人须保证报名及获取采购文件时提交的资料和所填写内容（邮箱必填）真实、完整、有效、一致，如因投标人递交虚假材料或填写信息错误而造成的任何损失由投标人承担；
3.投标人应在投标截止时间前尽早加密上传投标文件，电话通知招标代理机构签收投标信息，并及时查看代理机构在上海政府采购云平台上的签收情况，打印签收回执，以免因临近投标截止时间上传造成代理机构无法在开标前完成签收的情形。未签收的投标文件视为投标未完成；
纸质投标文件要求：投标人可于开标结束后一个工作日内递交叁份纸质投标文件（正本壹份副本贰份）至上海晨省企业管理咨询有限公司（青浦区盈港路453号（港隆国际大厦）1816室）。纸质投标文件须与上传的电子投标文件内容一致，如有不一致以电子版为准。

Monitor the receipt status on the Shanghai Government Procurement Cloud Platform and print the acknowledgment receipt.
