二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。

(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and the employment of people with disabilities. This shall be implemented in accordance with the "Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2020] No. 46) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises through Government Procurement" (2022] No. 19).

(c)本项目的特定资格要求：具备建设部颁发的建筑工程施工总承包三级及其以上资质，拟派项目负责人具备建筑工程注册建造师二级及其以上资格。本项目专门面向中小企业采购。

(c)Specific qualification requirements for this program: Possess a Grade 3 or above general contracting qualification for construction projects issued by the Ministry of Housing and Urban-Rural Development, and the proposed project leader should have a Grade 2 or above registered constructor qualification for construction projects. This project is specifically targeted at small and medium-sized enterprises for procurement.
