简要规则描述：为了进一步加强三林镇外环外生态环境的综合整治力度、增加外环外土地管理辅助执法力量、全面遏制违章现象的发生，维护城乡规划、土地管理的严肃性和规范化，本项目拟选取一家合格供应商提供生态环境综合整治服务，服务内容包括但不限于日常看护、综合管理、常态化巡查等，采购工作量不少于82080工时。（具体详见第三章采购需求书）

Brief Specification Description: In order to further strengthen the comprehensive improvement of the ecological environment outside the outer ring of Sanlin Town, increase the auxiliary law enforcement power of land management outside the outer ring, comprehensively curb the occurrence of illegal phenomena, and maintain the seriousness and standardization of urban and rural planning and land management, this project plans to select a qualified supplier to provide comprehensive improvement services for the ecological environment, including but not limited to daily care, comprehensive management, regular inspections, etc., and the procurement workload is not less than 82,080 working hours. (For details, please refer to Chapter III Procurement Requirements)

合同履约期限：服务期限12个月，具体以合同签订日期为准。

The Contract Period: The service period is 12 months, depending on the date of signing the contract.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠； （2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the measures of reserving shares, increase the share of SMEs in government procurement, and support the policies of SMEs: This project is specially designed for the procurement of SMEs, and the products of SMEs are not subject to price discounts during the review; (2) Support welfare units for the disabled and treat them as small and micro enterprises;

(c)本项目的特定资格要求：(3) 须具备省市级公安部门核发的有效的《保安服务许可证》；
(4) 须系依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
(5) 本项目不允许转包。

(c)Specific qualification requirements for this program: (3) Must have a valid "Security Service License" issued by the provincial and municipal public security departments; (4) It must be a legal person or an unincorporated organization established according to law (this project does not accept branches to participate in procurement activities in their own names); (5) Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
