portant;”>为落实住房城乡建设部工程质量安全提升行动工作安排，深入推进质量强省战略，加强对全省房屋建筑和市政基础设施工程质量监督人员（以下简称质量监督人员）的考核管理，提升业务技能，增强服务意识，规范监督行为，保障工程质量持续提升，结合实际，制定本方案。

portant;”>（一）《中共中央国务院关于开展质量提升行动的指导意见》

portant;”>（二）《国务院办公厅关于促进建筑业持续健康发展的意见》（国办发〔2017portant;”>19portant;”>（三）《国务院办公厅转发住房城乡建设部关于完善质量保障体系提升建筑工程品质指导意见的通知》（国办函〔2019portant;”>92portant;”>（四）《房屋建筑和市政基础设施工程质量监督管理规定》（住房和城乡建设部第5portant;”>（五）《河南省房屋建筑和市政基础设施工程质量监督管理实施办法》(portant;”>2012portant;”>53portant;”>二、考核对象

portant;”>全省质量监督人员及新申报质量监督资格人员。

portant;”>三、考核内容

portant;”>（一）工程质量监督人员2018-2019portant;”>年监督工作情况，理论水平测试、业务能力抽查（对市辖县监督机构抽查率不少于30%portant;”>（二）新申报工程质量监督资格人员的基本条件审核、理论水平测试。

portant;”>（三）理论水平考核范围主要涉及建设工程质量方面的法律、行政法规、部门规章、强制性条文、常用规范及标准等。

portant;”>（四）业务能力主要考核监督人员所监管工程的监督档案。

portant;”>（五）新申报人员基本条件：

portant;”>建设工程质量监督机构正式编制人员，年龄不超过portant;”>岁；

portant;”>市级监督机构新申报人员具有工程类专业大学本科以上学历、工程师以上技术职称，县级监督机构新申报人员具有工程类专业专科以上学历、助理工程师以上技术职称；

portant;”>熟悉掌握相关法律法规和工程建设强制性标准，具有三年以上工程质量管理或者设计、施工、监理等工作经历；

portant;”>具有一定的组织协调能力和良好职业道德，近三年无违法违纪情况发生。

portant;”>四、考核程序

portant;”>（一）部署安排（portant;”>portant;”>1portant;”>portant;”>1portant;”>portant;”>portant;”>（二）市（县）预考（portant;”>portant;”>1portant;”>portant;”>30portant;”>日）

portant;”>省厅将对各省辖市、直管县预考情况进行审查，并进行实地考核。考核程序包括：听取近两年监督工作汇报，与相关责任主体项目负责人座谈，理论能力测试，业务指导，业务能力抽查，新申报监督资格人员基本条件的审核。具体考核时间另行通知。

portant;”>考核结果将在厅网站、省总站网站公示、公布。

portant;”>五、考核应用

portant;”>（一）资格准入。经考核合格的监督人员，发放监督人员资格证书，可从事监督工作。

portant;”>（二）质量监督人员考核结果，是体现监督机构日常管理能力和工程质量监管能力的重要内容，将作为监督机构实行差异化管理的重要依据。

portant;”>六、有关要求

portant;”>（一）提高认识，加强领导

portant;”>工程质量监督队伍建设是持续推进“portant;”>”portant;”>（二）分级考核，务求实效

portant;”>各级住房城乡建设主管部门要全面落实质量监管责任，省辖市要加强对所辖县（区）工程质量监管机构业务和考核工作监督指导，务求实效，形成有效的省、市、县三级监管体系，促进建设工程质量监督管理工作的全面提升。

portant;”>（三）严肃考核纪律

portant;”>各级住房城乡建设主管部门要认真组织考核工作，切实通过考核提高质量监督人员依法执法和业务技术能力。对在工作中有违反纪律的人员实行一票否决，自觉接受社会监督，努力打造一支“portant;”>”portant;”>
